Mental Health Managed Care

Welcome to the Managed Mental Health Care Program for the Salvation Army Central Territory.  If you, your spouse, or a member of your family requires mental health counseling, please read the information below carefully.

In an effort to protect confidentiality and ensure cost effectiveness, The Central Territory entered into an agreement with Campion, Barrow and Associates (CBA) in 1996 for the purpose of giving professional oversight to the mental health needs of The Salvation Army personnel and their families.

The program has had great success, and Officers have found qualified Christian based counseling when needed. However, it should be noted that all requests for counseling will be submitted to the Secretary for Personnel’s office so that managed care funds can be issued, but all counseling issues and records will remain confidential and stored at the CBA office.  Campion, Barrow and Associates will oversee the actual management of the counseling cases.  The benefit to the Officer is confidential treatment that is goal-directed from a therapist who is familiar with The Salvation Army.  The benefit to the Salvation Army is effective therapy which is also cost effective.

Procedure to obtain in-office counseling

The following procedures must be followed to ensure receipt of Managed Care benefits and maintain positive and professional relationships with Therapists:

1.  The Officer should first contact Campion, Barrow & Associates at (800) 292-3399 to see if their immediate    need can be served through the Officer Assistance Program.  If in-office counseling is warranted or explicitly requested, CBA will provide a referral to a therapist in the Officer’s area.

2.  The Officer will contact the Therapist and make an appointment.  The initial consultation is covered in full.  No Co-pay should be paid.

3.  The initial visit to a counselor is permitted without notification to the unit commander or Secretary for               Personnel.  If additional sessions are required, the Officer must seek approval from his/her Divisional Commander.  The Officer must have their Divisional Commander forward a letter to CBA indicating approval for additional benefits after receiving verbal approval from the Secretary for Personnel.  The Divisional Commander does not have to be told the issues surrounding the need for counseling. The Officer should only divulge the desire to attend and to request Managed Care funds to be used.   

What if the Managed Care Program does not have an approved Christian Counselor in my area?

In some rare cases, a Therapist may not be located close to your area.  In those cases, Campion, Barrow and Associates is willing to work with the Officer to find the most qualified help.  CBA has several nation-wide referral sources to try and find a Therapist in your area.  Once an appropriate counselor has been found close to the Officer, CBA will contact the provider to see if he/she is willing to participate in the Salvation Army Managed Care Program.  In most cases, this method is successful; however, if the Therapist declines to participate in the program, the Officer is responsible for all charges incurred for counseling.

What if I find a Counselor in my area that I want to go to, but he/she is not apart of the Managed Care Program?

If an officer would like to see a particular Counselor, and he/she is not an approved provider in the Managed Care Program, the Officer should call Campion, Barrow and Associates.  CBA will contact the desired provider to arrange for Counselor participation in the Managed Care System.  If the Therapist agrees to the contractual conditions, the normal procedure, which is outlined above, should be followed.

An Introduction to the Managed Care Program

Dear Therapist……..This information is to introduce you the Salvation Army Managed Care Program.  Campion, Barrow and Associates (CBA) serves as a communication link between you, the Therapist, and The Salvation Army.  CBA’s involvement will help ensure confidentiality.  We will only report dates of treatment and the ability to function as an Officer to the Secretary for Personnel at The Salvation Army Territorial Headquarters.
